New Delhi: Congress president Mallikarjun Kharge on Friday urged Prime Minister Narendra Modi to convene an all-party meeting before finalising any new delimitation proposals, while flagging the “unprecedented” delay in proroguing Parliament’s Monsoon Session and warning against pushing through a far-reaching Constitutional Amendment Bill without adequate consultation. In a letter to Modi, Kharge pointed out that 64 days had passed since the Monsoon Session was adjourned sine die on August 13, yet both Houses were still to be prorogued. The Leader of Opposition in the Rajya Sabha described the delay as unprecedented.Congress President and Leader of the Opposition in the Rajya Sabha Mallikarjun Kharge ji has just written to the PM on the unprecedented delay in proroguing the Monsoon Session of Parliament and any moves the Modi Govt may be planning. https://t.co/r2WWcjavYo— Jairam Ramesh (@Jairam_Ramesh) October 16, 2026
Kharge recalled that he had first written to Modi on April 11, seeking an all-party meeting before any Constitutional Amendment Bill on delimitation was introduced. Instead, the government made the Bills public late on April 14 and convened a special session on April 16. The Bill failed to secure the required two-thirds majority in the Lok Sabha on April 17, he said.He noted that he had reiterated his request on July 16 and August 27, making the latest letter his fourth appeal. “Please convene an all-party meeting to have a detailed discussion on your new proposals before they are finalised for consideration in Parliament,” Kharge wrote, emphasising that political parties needed adequate time to deliberate among themselves and consult stakeholders. In a new record, 40 days since Houses adjourned, Monsoon session yet to formally end“Please do not once again try and bulldoze a far-reaching Constitutional Amendment Bill through Parliament as you attempted earlier and that met its well-deserved fate,” he cautioned.Congress general secretary Jairam Ramesh shared the letter on X, drawing attention to the delay in proroguing Parliament and the possibility of further government moves on the issue.
